The Board of Directors consists of five volunteers. All have a vested interest in maintaining a peaceful, clean, safe and secure living environment and choose to serve on the policy side of community living to safeguard our biggest investment - our homes. All are fellow unit owners who have to abide by the same rules and regulations as everyone else. 

 

The Board is responsible for overseeing the management company and for making policy and budget decisions that affect the whole community or resolving specific unit owner issues that may be beyond the scope of the management company's purview. This includes adjudicating rules or maintenance violations observed by or reported to the management company. 

 

Victory Management, Inc. (VMI) is contracted by the Association to oversee the day to day operations of the community. VMI works at the direction of the Board of Directors to achieve the goals the Board has set forth for the community and serves as the primary point of contact for all owners, Board members and contractors. Management and administrative duties include subcontractor management, owner correspondence, assisting in the enforcement of the provisions of the documents, overall administration of Board policy, and financial management including accounts payable, accounts receivable, maintaining the financial records and financial reporting.

  • VMI receives regular calls Monday through Friday, between 9am and 5pm.
  • If you are unable to reach our property manager, Shannon Conrad, at extension 24, dial 0 and speak with her assistant.
  • If you leave a message, you will receive a return phone call within one business day.
  • If Shannon is not able to answer your question on the phone or if your issue requires Board attention, Shannon will request that you send a brief email or note regarding your specific concern or attend the next regularly scheduled Board Meeting.
  • By submitting your concern in writing, there is a record of your correspondence and you can use the opportunity to express your concern in your words. After the Board has had an opportunity to review your correspondence, you will receive a written response.
  • Shannon will acknowledge receipt of all emails. If you do not receive an acknowledgement within 24 hours, please resend your email.
  • Please be sure when leaving a voice mail message that you include the name of your community (River Oaks), your address and a phone number where you can be reached.
  • If you call and send an email, Shannon will respond to the email and may not return your phone call.

While the Board desires to maintain positive, friendly, open communications with unit owners, it is neither possible nor desirable for the Board to get involved with most unit owner issues until all means have been exhausted by the unit owner through contact with VMI. This ensures that unit owner issues are addressed in a timely manner and do not fall through the cracks. Furthermore, it is in the best interests of all unit owners that the Board maintain an arms-length distance from unit owner issues in order to act objectively if issues cannot be resolved between the unit owner and the management company. This also frees up time for Board members to address larger issues facing the community.

The Board provides its contact information throughout the website and welcomes your input on any issue. If a Board member refers you back to VMI for issue resolution specific to your unit, please understand the reasoning behind having a management company and allowing them to do the job we all pay them to do.
